HRPLSC has practised Commununity Score Card, as a tool for social acountability in the Road Corridor of Salyan and Rukum district. The program was implemened in the 15 VDCs of Road corridor of Salyan (10 VDCs) and Rukum districts ( 5 VDCs)  for the purpose of raising transparency and accountability and increase the quliaty of services provided by VDCs offices. The program was funded by PRAN/CECI and World Bank and coordinated by DDC Rukum and Salyan at local level.
The project was first of its own kind which was implemented for the objective of increasing the quality of service of local Bodies throught the creative practice of Community Score Cards (CSC) in 15 VDCs of Rukum and Salyan district adjoining of Rapti Road.  For the preparation of the learning of such practice, both district as well as VDC level consultation meetings were organized participating by the concerned stakeholders. After completing the 15 VDCs level orientation program on Community Score Card, VDCs level consultation meetings were organized with VDC level service providers. In all these programs, the major focus was on the objective of CSC, its importance, steps and expected results.
In the prepartion stage, the the existing resources were documented, the service providers organized self evaluation matrix, the service receiver prepared score matrix and joint monitoring team were formed.  A common understanding was developed among the service users and provers for regular and jointly monitoring and evaluation. Again all the steps CSC were repeated except input tackling matrix and analyse the progress in the joint action plan. After that the new and old indicators were compared as well to see the changes.Again both the service providers and service receivers sat together and prepared an action plan evaluation commitee.  
From this project, the marginalized community of the peoples received knowledge on the services that they get from the VDCs. The community peoples have also set important indicators by priotizing from the services that they had been receiving from the VDCs. The service receivers are now concious towards the rights of the citizens and this can be possible only after making the interface meetings between service providers and service receivers and making joint monitoring commitee. After this, the commitments made by the VDC secretory were monitored which supported for effectiveness in the services provided at local levels. As such the governance at the local levels has been incresing and supported for increase transparancy and responsibility of local levels.

This program has a good impact and supported for transparaency of VDCs. The community score card supported for making the work easy for service receivers by making transparent and strong.

HRPLSC organized Community Score Card in the Road Corridor VDCS of Rukum and Salyan district which supported for strengthening Governance and resposiveness. It has measured on how the state mechanism is responsive towards the citizen. It has supported to make the VDC responsible towards the citizen. I have participated in the VDC level of programs, it would be better to replicate in other VDCs too.

HRPLSC has organized Community Score Card program for the effectiveness of local bodies' services which supported for the easy service in the VDCs. The service provided by VDC is easy access to the community peoples especially in providing social security allowance. It has also strengthened the Governance and transparency. This type of program is important for future also.
